The closer *Elysium* came, the more overwhelming Zyphera Prime became. The **Grand Atrium** occupied the heart of the diplomatic district. A kilometre across. Even from the external approach, portions could be seen through vast transparent sections of the station. Platforms hung at different levels. Gardens seemed suspended in open space. Holographic waterfalls fell hundreds of metres without producing a single drop of water. Walkways crossed impossible gaps, some physical, others projected. Thousands of beings moved through the complex. The **Veil Galleries** extended from the Atrium like translucent threads, their transparent corridors giving visitors uninterrupted views of the planet below.
Farther beneath them lay the **Lower Exchange**. Commerce. Information. Food. Technology. Legal goods. Probably illegal goods. And countless things occupying the conveniently profitable territory between the two. Above everything rose the **Aureate Spire**, catching the white-gold light of Zyphera IV and scattering it across the station. Beautiful.
Phoenix distrusted it immediately.

Docking procedures took almost an hour. Not because the Zypherans were inefficient. Quite the opposite. They were extremely efficient. They simply required paperwork for everything. Weapons declarations. Crew manifests. Diplomatic credentials. Environmental requirements. Medical information. Transporter frequencies. Shuttle registrations. Emergency procedures. Communications protocols. Commercial restrictions. Personal shielding regulations. And, repeatedly, assurances that nobody aboard *Elysium* intended to begin a war.
By the time docking clamps finally engaged, Phoenix had developed considerable sympathy for anyone who had ever complained about Federation bureaucracy. Then came the departmental requests. Security would need to coordinate with Zypheran Peacekeepers and the protection details of three separate foreign delegations. Diplomatic staff had protocols to review. Operations had been handed communications standards from systems that had never been designed to speak to Federation technology. Medical received biological information concerning visiting species. Science received requests for preliminary briefings concerning the physics underlying the proposed summit. Engineering received an unusual warning that *Elysium's* power systems might interfere with some of the station's more delicate holographic architecture if high-output tests were conducted while docked.
Intelligence received considerably less public instructions. Watch. Listen. Find out who else was interested. And why. For personnel not directly involved in the summit, sections of Zyphera Prime were available under normal visitor regulations. Restaurants. Markets. Gardens. Observation galleries. Entertainment districts. Cultural exhibits. The Lower Exchange. After nearly eleven months in Circinus, the crew had arrived somewhere containing more different peoples than many of them had seen since leaving Federation space. It was an opportunity. And probably a terrible idea. Those two things had developed an uncomfortable habit of travelling together.

Phoenix's first step onto Zyphera Prime was accompanied by light. It moved across the walls. Across the floor. Across the people waiting beyond the docking checkpoint. The Zypherans were even more striking in person. Tall. Willowy. Their skin had a silken metallic sheen that caught the environment around them. Colours from passing displays moved across exposed skin like reflections upon still water. Their eyes glowed softly. Their clothing appeared almost crystalline. Pale armour-robes refracted the surrounding illumination into tiny fragments of colour. Decorative at first glance. Protective on closer inspection. At the centre of the welcoming party stood Rhael'ta Zovrenn.
Station Commander. Neutral host. At least officially. Deep amber eyes regarded Phoenix as she approached. The crystalline folds of Zovrenn's clothing reflected Phoenix's uniform back at her in fractured pieces. Then the Zypheran smiled.
“Commodore Lalor-Richardson.”
Phoenix inclined her head. “Commander Zovrenn.”
“Welcome to Zyphera Prime.” Zovrenn spread one hand toward the impossible city beyond the checkpoint. “Here, every enemy may speak.” A beat. “Provided they have paid their docking fees.”
Phoenix stared at her. Then, despite herself, smiled. “I think we're going to get along.”
“I sincerely hope so.” The smile remained. “But hope is not legally binding.”
Phoenix's smile faded. Perhaps not. Beyond Zovrenn, the Grand Atrium opened before them. And *Elysium's* records had not done it justice. Thousands of people moved through a city made of glass, crystal and light. Languages Phoenix had never heard echoed beneath music from instruments she could not identify. Holographic structures shifted above crowds representing species *Elysium* had never encountered. Somewhere among them were Rin'thar. Varn. Ael'ven. Diplomats. Merchants. Spies. Perhaps enemies. And almost certainly people who had arrived solely because rumours said the strangers from another galaxy had discovered something valuable. Phoenix looked upward. For nearly a year, *Elysium* had been trying to find a road home. Now they had one. Or at least the design for one. Unfortunately, half of Circinus appeared to have arrived to negotiate the toll.

Far above the Grand Atrium, information moved through Zyphera Prime. Millions of transmissions. Trade orders. Personal messages. Diplomatic communications. Banking instructions. Navigation requests. Security reports. One packet was different. Encrypted. Routed through six commercial relays. Then nine. Then beyond Zypheran space. Its origin disappeared beneath layers of false identifiers. Its destination could not be determined. The message itself contained seven words.
THE FEDERATION HAS RECREATED THE GATE.
Then it was gone.

# PLAYER HOOKS
The USS *Elysium* is now docked at **Zyphera Prime**. The summit has not yet formally begun. The Rin'thar, Varn and Ael'ven delegations have arrived, while the Zypheran Concord is acting as host. Rumours about the purpose of the gathering are already spreading. Crew may become involved in summit preparations, security, diplomatic work, scientific and engineering consultations, intelligence gathering, medical preparation or operational support.
Personnel not assigned to summit duties may visit approved public areas of Zyphera Prime, including the **Grand Atrium, Veil Galleries, Lower Exchange, gardens, restaurants, entertainment areas and commercial districts**. Nobody yet knows who else may have come to Zyphera Prime because of the rumours surrounding *Elysium*. The Lonians may be watching. The Galatonians may be listening. And someone is searching for information about the Thaih'ea gates. Welcome to Zyphera Prime. Try not to start a war.
